I tried it and it does work. I wonder why it took so long for Altera to get this article out.In the Quartus II software, go to Assignments -> Device -> Device and Pin Options -> Configuration -> Configuration Mode to choose from the following options :1.Dual Compressed Images2.Single Uncompressed Image3.Single Uncompressed Image with ERAM Preload4.Single Compressed Image with ERAM Preload5.Single Compressed ImageOptions 3 or 4 enable the ERAM Preload feature.

Quartus 14.1 - Enable ERAM Preload Update
It seems that Altera has noticed that their own manuals are wrong and have released a knowledge base article explaining how to enable ERAM Preload in Quartus 14.1. I'll repost it here:

I contacted altera about the max 10 memory configuration. My FAE said he'd submit a ticket internally about this. I had this same set of issues, where quartus compilation would fail because I configured the memory according to the manual/tutorial. I appreciate that you shared your solution. It made my work a lot more manageable.
